In messy almost-waves that were pulled from verrrrry far over so they swept across the top of her head, mimicking a windblown effect. The thing that keeps this from looking like a combover: The texture. Had her hair been straight, you would have noticed the lines more than the overall shape. Messiness is the key.
To copy, just lightly press your hair in a wave iron here and there, then pull locks over across your head, overlapping them and letting some pieces fall to the other side in a haphazard way.
